Fellow councilmembers voted unanimously to elect Baine Brooks, Council Place No. 6, as Allen’s Mayor Pro Tem during the Feb. 23 council meeting.
As owner and manager of Two Rows Classic Grill in Allen, you can usually find Councilmember Baine Brooks visiting with diners on anything from family news to community concerns. His passion for Allen’s continued growth and development inspired him to serve on Allen City Council.
Brooks was elected in 2012 to fill an unexpired term and reelected in 2013, 2016, and 2019. Councilmembers unanimously elected him as Mayor Pro Tem on Feb. 23, 2021. He currently serves on the Allen Economic Development Corporation Board of Directors (2018-present) and the Allen USA Advisory Committee (2016-present). Previously he served on the Finance/Audit Committee (2012-2017) and the Convention and Visitors Bureau Council Committee (2012-2013), Council Nominating Committee (2012-2018), the Convention and Visitors Bureau Committee (2013-2018), and as Council liaison for the Parks and Recreation Board (2012-2018)

His work for the North Texas Food Bank helped him to discover his passion for feeding hungry families. One of the reasons he enjoys living in Allen is finding organizations, like Allen Community Outreach (ACO), where he can help those in need.
Brooks is a member of the Allen Chamber of Commerce and a lifetime member of the Parent-Teacher Association (PTA). He attends Cottonwood Creek Church in Allen. Brooks lives in Allen with his wife, Juli; they have two daughters, Brittani and Brenna.
